Ireland’s new Cell Broadcast Public Warning System, estimated to cost up to €15m, will allow emergency alerts to be sent instantly to mobile phones in affected areas during severe weather events and other emergencies. Due to be implemented next year, the initiative reflects a growing need for rapid, effective communications in crisis situations.

The Minister for Culture, Communications and Sport, Patrick O’Donovan TD, has received Government approval to proceed with the procurement of the new public warning system, which will allow emergency alerts to be sent directly to mobile phones during major incidents in those areas affected, ensuring the public can receive timely, reliable information when it is most needed.

Minister O’Donovan said it is a significant step forward in strengthening Ireland’s emergency communications infrastructure. “A modern, secure and effective public warning system will help protect lives, support our response to emergencies and ensure that people across the country receive clear, trusted information during critical moments.”

The new system will use cell broadcast technology, which enables alerts to be delivered instantly to all compatible mobile devices within a defined geographic area, without being affected by network congestion.

Once procured and implemented by the Department of Culture, Communications and Sport, operational responsibility for the system will transfer to the Office of Emergency Planning within the Department Defence, aligning it with national emergency management structures.

The project will move to procurement in 2026, with implementation expected in 2027. Capital costs will be met from the Department’s National Development Plan allocation, with operational costs to be considered through the annual Estimates process.

The system will complement existing communication channels such as broadcast media and social media, ensuring that emergency information reaches the widest possible audience.

This technology is a major step up from the SMS-based warning system introduced in November 2023, which was vulnerable to network congestion during major crises. The new cell broadcast system fixes the main flaws of the SMS-based alerts by sending messages instantly, targeting exact locations, and bypassing network blockages.

While regular SMS texts travel to specific phone numbers one by one, cell broadcast technology sends an emergency signal to every phone within range of a specific mobile mast all at the same time.
